Mine is a chat app. The chat happens among mobile devices, if the user is not logged in I want him to be notified about chat messages someone sent him. Do I need Remote Api?? Does PushWoosh free service allows to send push notifications only by the dashboard here on the website? Thanks

With the free service you dont have access to remote API. To Receive notifications I thing you dont need (you can not use) the remite API. To send notifications you can use the Remote API.

Hello,

Yes, you are correct, on our Free plan you can send only broadcast messages from our web-interface.

If you would like to send automatic individual messages to your users, the Remote API and our Tags feature are definitely the best choice. All you would have to do is send a createMessage request to our servers with "conditions" section.
