According to the Pushwoosh Remote API guide you need to insert conditions into notification section as follows:

   pwCall('createMessage', [
    'application' => PW_APPLICATION,
    'auth' => PW_AUTH,
    'notifications' => [
            [
                'send_date' => 'now',
                'content' => 'test',
                'data' => ['custom' => 'json data'],
                'link' => 'http://pushwoosh.com/',
                **'conditions' => [['IsMember', 'EQ', 'no']],**
            ]
        ]
    ]
    );

Please take a look at /createMessage guide, especially setFilter($filter) method:

http://gomoob.github.io/php-pushwoosh/create-message.html

Kindly let me know if there are any further questions!

thanks the reply. I ended up using the setConditions() which worked for me
