How to get the notification data when application is running in background and even if user dont click the notification ?

For Android you have to create a java class that extends com.arellomobile.android.push.PushGCMIntentService and implement overrided method onMessage() and then add the class as meta-data of PW_PUSH_SERVICE in AndroidManifest.xml file.

Thank you for your answer.

Although I forgot to specify that I am using Phonegap platform for development.

So for the phonegap how to achieve this ?
