GOOGLE_PROJECT_ID is the "Project Number" in the "Google Developers Console" (not the Google Play Developer Console), once you set up the GCM API for your app there. (API Project > Overflow > top left says "Project Number".

Not obvious. . . at least not if you only read the Phonegap/Cordova integration guide.

Thank you for pointing it out! Turns out this information in our guides is a bit outdated. Of course, you should use the Project Number.
