I have successfully tested the PHP API on my local Mac computer -- I am able to register a device and successfully create a message. However on a Windows 2008 R2 server, with PHP 5.6.6 installed and otherwise working fine, I get no response from the server when I use exactly the same php script. There is no error in the error log even with Error Reporting set to 'Development Machine'.

Any ideas as to why this would happen?

BTW - on the same server, I can use a python version of the script without any problems.

Try using this option for curl handler:

 curl_setopt($ch, CURLOPT_SSL_VERIFYPEER, false);
