I'm using the Unity plugin for pushwoosh on Android. How are local notifications implemented? Does it use the native Android alarm system, or does the message go out to the PushWoosh server?

I have another system for local notifications that is a little broken. I'd like to use PushWoosh for it, but not if doesn't do it all locally.

Please see PushNotificationsAndroid.cs script that comes with Pushwoosh Unity plugin. You can use this method for local notifications:

public void scheduleLocalNotification(string message, int seconds, string userdata)

This method uses native Android local notifications system (so you see the alert even if there is no connection).

However there are some cons to this approach. To change local notifications logic you have to update an application, with push notifications you can separate this logic. Of course it depends what you are using local notifications for :)
