I have 2 applications(ex. 0000-0000, 1111-1111) and 1 tag named userId that is application-specific value.
2 applications are installed one device (hwid is abcdefghij).

One application's (0000-0000) userId tag value is "hello"
the other application's (1111-1111) userId tag value is "world"

And I call the server API "createTargetedMessage" with device_filter param like this.
" AT("0000-0000", "userId", EQ, "hello") + AT("1111-1111", "userId", EQ, "hello") "
or
" AT("0000-0000", "userId", EQ, "world") + AT("1111-1111", "userId", EQ, "world") "

When the tag like this " AT("0000-0000", "userId", EQ, "hello") + AT("1111-1111", "userId", EQ, "hello") "
I think it must be received the push that the first application(0000-0000) in device (abcdefghij).

When the tag like this " AT("0000-0000", "userId", EQ, "world") + AT("1111-1111", "userId", EQ, "world") "
I think it must be received the push that the last application(1111-1111) in device (abcdefghij)

But sometimes it was received the other application in device (abcdefghij) ! What's the problem?
