Any idea ?

Could you please specify, whether your account has an "Enterprise" subscription at the moment?

Please note that it is possible to create a Filter via API call only for our Enterprise customers.

You can find the respective notice on the top of the page:

In case your account is not an "Enterprise", please use the Pushwoosh control panel in order to create a FIlter.
