Is it possible to send a notification to a specific device using the HWID rather than the Device Token?

Yes, it is possible. You can simply use HWID in the "devices" section of the createMessage request instead of push tokens.

Would this method be any more or less reliable than sending via Tags?

This would work as hwid does not usually change. It might change under certain circumstances, for example user had reset iOS device. With tags it is easier to target user on multiple devices, also Pushwoosh provides tags like language, country, city out of the box. However if you have your own filtering system there is nothing wrong about using hwids.
